
Because the Brotherhood at Qumran regarded itself as the true Congregation of Israel, charged with the specific task of maintaining the Law and Covenant of God in an age of apostasy and confusion, of bringing men back to the True Way before the Final Judgment overtook them, and of fighting the ultimate battle against the heathen, it organized itself into what may fairly be described as a 'church'.
